Eligibility Criteria for NBFC-BL Registration
The following eligibility criteria must be met by a company seeking registration as an NBFC-ICC in the Base Layer:
1. Company Type — Must be a company registered under the Companies Act, 2013. Individual, partnership, LLP, trusts cannot register as NBFC. 2. Principal Business — 50-50 Rule — Financial assets > 50% of total assets AND income from financial assets > 50% of gross income. 3. Note: NBFCs failing to achieve the prescribed NOF level within the stipulated period shall not be eligible to hold the Certificate of Registration (CoR) — Para 6.3, RBI SBR Master Direction 2023.
There shall be no distinction in the NOF requirement for NBFCs registered in the North East Region.
Net Owned Fund – Computation Method
Net Owned Fund is the most critical financial threshold for NBFC registration. It is defined and computed as follows:
